The official test
The VicRoads learners test, officially the Learner Permit Test (you'll also see it called the learner permit knowledge test), is the road-rules test you pass to get your Ls in Victoria. VicRoads says the best way to sit it is online, where a free course comes with it; the in-person test at a Customer Service Centre is the other route.
You enrol from your myVicRoads account and work through a course of road-safety and road-rule topics, then sit the test at the end. VicRoads says the course and test take about 4 to 6 hours, you have 12 months to finish, and you can repeat the course as often as you like before starting the test. Your first attempt at the test is free; further attempts cost $28.70. When you pass, you fill in the learner permit application in myVicRoads and VicRoads emails you a QR code and a list of documents to bring. You then visit a Customer Service Centre, with no appointment needed, for an eyesight test and photo, and VicRoads issues your learner permit. The permit itself is free.
VicRoads says you can only take it in person if you want the test in another language (it lists 13, from Albanian to Vietnamese, and can book an interpreter for others) or you have no computer or internet; Youth Central also lists a hearing or vision impairment. You don't get the course, so you study from the Road to Solo Driving handbook first. The test has 32 questions and you need 78% to pass, which is 25 correct. It costs $50.80 in total: $28.70 for the test and a $22.10 appointment fee. Allow 45 minutes, and you apply for your Ls in the same appointment.
Passing it
25 of 32 sounds comfortable, but seven wrong answers go quickly when several questions test rules you've never had to apply. Practise on questions you haven't just seen, so a familiar wording isn't doing the work.
The Road to Solo Driving handbook (April 2023 edition) covers every rule the test asks about. Practice tests show you which rules you don't know yet; the handbook is what teaches them. If you're sitting the online test, the course teaches the same material.
VicRoads' free practice test draws its questions at random, so it changes each time, and a wrong answer links you to the handbook chapter that covers it. Seeing the same rule asked two ways, here and there, is what proves you know it.
If you're under 21, you must hold your learner permit for at least 12 months before you can go for your Ps. Getting your permit early is what starts that year running, so book the Customer Service Centre visit soon after you pass.

The knowledge test on this page gets you your learner permit. The Hazard Perception Test comes later: it's a separate, computer-based test you must pass before you can book your practical drive test in Victoria.
You watch video scenes from the driver's seat and react appropriately to what's developing — slowing down, stopping or maintaining your speed. It measures how early you spot a hazard forming, not your knowledge of road rules.
Once you're at least 17 years and 11 months old and hold a current car learner permit. Because you must pass it before you can book the practical drive test, it naturally sits near the end of the learner journey.
Transport Victoria publishes nine free official practice tests that look just like the real thing — do them more than once. On the road, practise the same skill: scan well ahead, watch pedestrians, cyclists and trams, and call hazards out loud to your supervisor before they develop.
Failing costs you only the retry: nothing else resets, and your permit keeps its standing. Treat the first attempt as calibration for the timing the test wants.
