WA is the only state without a learner-specific phone rule — the same law covers every driver: you may make or receive calls hands-free or with the phone in a secured mounting, and use a mounted phone for navigation, but holding the phone, texting, email and video are illegal for all drivers. A learner and provisional phone ban was announced in April 2026 but has not yet commenced.
