The answer

  • Nobody — the merge rule applies instead
  • You must give way to traffic already in the lane you are moving to Correct
  • Traffic in the other lane must let you in
  • Whoever is ahead has priority

Why that's the answer

If your lane comes to an end you must give way to traffic already in the lane you are moving to. Where two lines of traffic merge with no markings, the rule flips to giving way to whichever vehicle is ahead.
